Provided that the individual is otherwise qualified for the job, and verbal speech isn‘t a bonafide occupational requirement of the job, the hiring manager refusing to consider your candidacy because of a speech impediment like stuttering is unlawful disability discrimination, and the candidate has legal grounds to file a formal complaint and sue.
