There is one member of my Toastmaster Club, he’s a retired professional ( I think he was an engineer). He is an amazing speaker, and doesn’t stutter when he presents, but he does when he speaks one on one.
Regarding your listener from Malaysia, I suggest that he looks for a Toastmasters club… there may be one close to him. http://www.toastmasters.org.
